I would say early 1970’s. In the late 60’s there were only a few codes used. I think they were 1200 for VFR. 0100 or 0200 for IFR for airport operations and for IFR enroute. WhenI stated my flying in 1965 we did not have transponders in the aircraft. I remember when the 90 channel radios came out and how great they were. I flew when you selected a freq and had to tune it in with a crank handle until you got a clear whistle sound. When I retired after 33 years we had full GPS navigation.
It’s public domain since it was created by a government agency. Based on the clothing, hairstyles and the cars this was made in the late ’60’s or very early ’70’s.

I agree with torpedolos, this film was most likely made in the late 60s, perhaps early 70s at the latest, not 1990. The vehicles (cars) shown in various parts are one of several telltale signs, after all.
Perhaps, it was released to the public domain in 1990?
